This publication is the result of the 2014 SOOS International Workshop on identification of ecosystem Essential Ocean Variables (eEOVs), which was hosted by Rutgers University, USA. This publication was a significant community effort, and provides the framework for SOOS efforts towards designing an observing system for the Southern Ocean. This publication also forms the basis for future work of the SOOS eEOV Working Group
